Senior Manager: Strategic Planning 

Patterson Grade: E1 

Remuneration: R1, 351, 845.68 (TCTC), excluding a possible 20% performance bonus

The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) that facilitates skills development training in terms of the Skills Development Act 97 of 1998, under the Department of Higher Education and Training (DHET). The MQA also supports mine health and safety for the mining and minerals sector in terms of the Mine Health and Safety Act 29 of 1996, under the Department of Mineral Resources and Energy (DMRE).

Role purpose

Reporting to the Chief Operations Officer (COO), this role is responsible to take responsibility for strategic planning, project management, budgeting, systems management, consolidation of information and reporting. 

Key Performance Areas

Business Strategy and Planning: Ÿ

  • Participate in the formulation and implementation of the MQA strategy in line with the business planning process cycle. Ÿ
  • Plan and develop best practice, systems, processes, and procedures to enable continued improvement. Ÿ
  • Develop strategic planning and reporting templates for the Operations Department. Ÿ
  • Distribute the strategic planning preparation documentation to relevant managers and provide guidance and advice on the completion and submission of strategic inputs. Ÿ
  • Evaluate the strategic inputs to ensure submissions are strategic in nature and contain realistic and reliable statistics.
  • Conduct research and analyse statistics to enable effective consolidation of the strategic planning submissions. Ÿ
  • Facilitate the alignment of the strategic planning and budgeting processes. Ÿ
  • Conduct capacity building exercises for managers on strategic, operational, and annual performance planning.
  • Develop policies, procedures, and systems to support the delivery of targets. 

Operations Systems Management: Ÿ

  • Develop and implement an effective systems strategy and plan that is aligned to the delivery of projects and the sector. Ÿ
  • Facilitate the procurement of the systems infrastructure that delivers the performance and achievement of targets. Ÿ
  • Ensure that the system enhances data integrity, storage, security, retrieval, and management. Ÿ
  • Facilitate the capacitation of business units for continuous improvements and efficiency.

Performance Information Management and Reporting: Ÿ

  • Facilitate and coordinate the performance planning, monitoring and review process. Ÿ
  • Facilitate the integration of performance information and systems within existing management processes and systems. Ÿ
  • Establish definitions of and technical standards for all the information collected by the MQA. Ÿ
  • Formulate templates, processes and policies relating to performance information identification, collection, collation, verification, and storage and monitor compliance. Ÿ
  • Establish and research performance benchmarks, norms and standards. Ÿ
  • Analyse performance information and associated trends. Ÿ
  • Develop reporting templates and coordinate the compilation of the quarterly reports and ensure accuracy of the performance information. Ÿ
  • Ensure all internal and external stakeholders are receiving the correct level of governance communication in accordance with legislative and regulatory requirements.

Documents Management: Ÿ

  • Review new contracts to ensure that they are legally sound, aligned with the strategy and all governance implications are considered. Ÿ Create a centralised document management system for annual plans, strategy documents, contracts and reports. 

Risk Management and Compliance: Ÿ

  • Coordinate and submit information required by the internal and external auditors. Ÿ
  • Follow up on audit queries and ensure that corrective action is taken by responsible teams. Ÿ
  • Provide input regarding compliance with laws, legislative requirements, policies, procedures, and processes to ensure compliance at all times. Ÿ
  • Ensure that processes are in place to identify, evaluate, monitor, and control risks associated with the successful delivery of strategic and operational objectives.
  • Continuously identify and pursue opportunities to improve control procedures within the broader MQA.
  • Communicate with and on behalf of the Operations Department regarding compliance with approved policies, processes, and procedures. Ÿ
  • Ensure that all the activities of the department are performed in a robust governance control environment. Ÿ
  • Champion the risks management processes for the department and ensure mitigation of risks.

People Management: Ÿ

  • Set the Unit deliverables and assign functions in line with reporting lines. Ÿ
  • Manage the Strategic Planning Unit team performance. Ÿ
  • Ensure the development, guidance and empowerment of the team to deliver Unit targets. Ÿ
  • Ensure that the performance contracts are in place prior to the beginning of each financial year in line with the Unit’s strategy and Plans. ŸMeasure, manage and monitor the performance of the team.

Key requirements: qualifications, experience, and competencies

Qualifications:

  • Postgraduate/Honours Degree(NQF Level 8) in the field of Business Administration/ Education and Training/Monitoring and Evaluation/Policy Planning.
  • An MBA, MBL, MComm or an equivalent NQF Level 9 qualification will be an added advantage.
  • A Project Management certificate will be an added advantage.

Experience:

  • Minimum of 10 years within the skills development environment, of which 5 years at senior level in a similar environment is preferred.
  • Excellent knowledge of the SETA landscape and the relevant policies, legislation and regulations that govern it.
  • Engagement with Board and/or Senior Public Servants and experience in the SETA environment will be advantageous.

Competencies: Knowledge

  • Knowledge of strategic planning, policy management and integrated planning.
  • Knowledge of IT based Monitoring and evaluation systems.
  • Knowledge of legislative prescripts governing public entities.
  • An understanding of multiple key performance indicators, inter-relationship, and bottom-line sensitivity.
  • Knowledge of Corporate Governance, Risk Management, methodologies, and processes.
