Remuneration: R 583, 445.33 CTC (plus a possible 20% performance bonus)
The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) operating under the Department of Higher Education and Training (DHET). The MQA is mandated by the Skills Development Act (SDA) 97 of 1998 to drive skills development within the mining and minerals sector (MMS). Its scope covers a diverse range of sub-sectors, including Coal Mining, Gold Mining, Platinum Group Metals (PGM) Mining, Diamond Mining, other mining commodities, Cement, Lime, Aggregates, and Sand, as well as services related to the mining industry, Diamond Processing, and Jewellery Manufacturing.
The MQA requires the services of a competent individual to fill the above-mentioned position.
ROLE PURPOSE:
To implement the Education Training and Quality Assurance Unit plan as delegated and contracted by the Senior Manager: QA.
This position reports to the Manager: Quality Assurance
KEY PERFORMANCE AREAS:
Risk Management: • Carryout the identification, assessment, mitigation, and monitoring of strategic and operational risks for the Quality Assurance Unit.
Financial Management: • Implement the quality assurance budget • Ensure the implementation of work plans in line with the approved budget • Quality assures the disbursement of discretionary and mandatory grants • Ensure compliance with all reporting requirements and auditing.
Internal Business Processes: • Implement the MQA’s Quality Management System
Customer Focus: • Stakeholder Engagement.
Development and/or review of Learning programmes and Learning Material Packs:
- Assist in coordinating Qualification Development/ skills programme workshops • Assist with evaluating the developed Qualification/Skills programmes • Assist with the submission of the developed/reviewed qualifications and skills programmes to the QCTO for registration and recording • Compile and submit learnership documents to the QCTO for registration • Ensure that records are stored and easily retrieved.
- Assist with compiling the learning material to be advertised via the Discretionary Grants advert • Assist in downloading and evaluating Learning material applications • Draft documents for DGEC/DGAC • compile allocation/decline letters and distribution thereof • Coordinate validation workshops • Ensure validated Learning material is packaged correctly and uploaded to the shared drive/share point • Ensure that records are stored and easily retrieved.
Assessment Development: • Assist with coordinating the development and design of external assessments tools • Assist with evaluating the developed Qualification Assessment Specification (QAS) Addendum • Develop and maintain a reliable database of Community of Expert Practitioners
- Coordinate stakeholder meetings or workshops • Ensure that records are stored and easily retrieved • Ensure that the EISA tools are safely stored on a secure safe • Coordinate the QCTO instrument validation sessions • Ensure that the Exemplars are uploaded on the MQA website.
- Assist with the evaluation of Invigilators, Chief Invigilator, Examiners, Markers and Moderators applications • Assist with the development, distribution and receiving of appointments letters.
KEY REQUIREMENTS: QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications:
- A National Senior Certificate (NSC) or National Certificate: Vocational (NCV) (NQF 4)
- Minimum National Diploma (NQF 6) preferred in Human Resources Management, Human Resources Development, Public Management, Business Administration.
- A Bachelor’s Degree (NQF 7), preferably in the above-mentioned fields will be advantageous.
Experience:
- Minimum 4 years administrative work experience, experience in a Quality Assurance related field will be an added advantage.
Competencies:
Knowledge: • In depth knowledge of SETAs, QCTO’s and SAQA; educational policy, procedures, standards. Legislative knowledge (Skills Development, Financial, Mining); Communication methodologies • Understanding of the role of the QCTO • Understanding of the learning programme and assessment development process.

The successful candidate will be required to sign a performance agreement in terms of MQA Performance Management System.
