In line with the Skills Development Act of 1998, the SETA Grant Regulations stipulate that employers must submit Annexure 2, which consists of the Workplace Skills Plan (WSP) and the Annual Training Report (ATR), to their respective SETA by 30 April each year. In this instance, the relevant SETA is SETA 16 – the Mining Qualifications Authority (MQA). Furthermore, the Mine Health and Safety Act No. 74 of 2008, Section 10(5) stipulates that “All mines must submit a Workplace Skills Plan and the Annual Training Report to the Mining Qualifications Authority.
To provide the necessary support, the MQA will be hosting provincial capacity building sessions aimed at equipping SDFs with WSP-ATR system skills for the 2026 submission period. The sessions will be held physically in all provinces, except for the last two, which will be conducted virtually. The format of the sessions will include a mock system demonstration as well as practical, hands-on exercises for SDFs during the sessions.

The objectives of the sessions are to capacitate SDFs on the following:
- WSP-ATR Data Integrity.
- OFO Codes.
- 2026 WSP-ATR Submission Process.
- WSP-ATR Consultation Process.
- SDF Registration.
- Creation of 2026 WSP on the system.
- Source Data Template.
- WSP-ATR Supporting Documents Upload.
While these sessions enhance the MQA’s Mandatory and Discretionary Grants application processes, they also ensure that the MQA adequately capacitate SDFs on the 2026 WSP-ATR source data template to be used, and address any challenges experienced by SDFs during the previous submission cycle.
