Vacancy: Specialist Quality Assurance and Workplace Approval (Re-Advertisement)

The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) for the mining and minerals sector in terms of the Skills Development Act of 1998. The MQA invites applications to fill the above-mentioned vacant position.

The successful candidate will report to the ETQA Manager.

The successful incumbent will be responsible for the following:

  • Supervising and quality assuring the implementation of the administration of MQA qualifications and skills programmes;
  • Conducting analysis of the Workplace Skills Plans (WSPs), Annual Training Reports (ATRs) and Sector Skills Plan (SSP) documents provided by the Skills Development and Research (SDR) Unit;
  • Conducting evaluation and guidance on all workplace approval requests/applications;
  • Conducting workplace approval for learning programmes aligned with the WSP/SSP;
  • Managing the workplace database including associated guidelines and procedures;
  • Managing the Annual Performance Plan (APP) projects for reporting WPA against learner placements within the sector;
  • Generating, submitting monthly and quarterly progress reports for reporting into the APP;
  • Managing and participating in activities outlined in the MQA’s business plan;
  • Conducting performance planning and developing performance agreements for the Quality Assurance Unit’s staff;
  • Preparing, controlling and reporting budgets and surplus funds;
  • Procuring the required service providers to meet projects’ objectives;
  • Formulating contractual service agreements with service providers;
  • Monitoring the implementation of quality assurance policies as per the QCTO’s delegation for the sector;
  • Facilitating on-going stakeholder participation, engagements to keep stakeholders informed about developments; and encouraging stakeholder feedback into MQA policies and procedures;
  • Developing new ways to deliver services that contribute to the improvement of the business Unit processes; and
  • Identifying and analysing the potential risk areas for the Unit and the MQA.

Minimum requirements

  • Matric and a three-year Degree or National Diploma in Human Resource Management, Development, Project Management, Public Administration, Management, or Business Administration;
  • Three (3) years’ relevant experience in the public or private sector in a similar role preferably within an education, training and development field;
  • Knowledge of budgeting and financial management; 
  • Demonstrable experience of MS Office (Word, Projects, Excel, PowerPoint and Outlook); and
  • Knowledge and understanding of skills development in South Africa.
