Vacancy: Human Resources Manager

Patterson Grade: D4

Salary: R1, 125, 251.34, TCTC, excluding a possible 20% performance bonus

The Mining Qualifications Authority (MQA) is a Sector of Education and Training Authority (SETA) for the mining and minerals sector (MMS) in terms of the Skills Development Act of 1998.  The MQA now requires the services of the above person to fill the under mentioned position.

The incumbent will report to the Executive Manager Corporate Services.

The purpose of the role is to oversee the Human Resource Unit and implement Human Resource Strategies to enhance a high performance culture in support of the organisational goals.

The candidate will be responsible for the following Key Performance Areas:

Strategic development and Implementation of HR Policies and Procedures: Ensure development and alignment of the Human Resource operational plan to the organisational strategy and implementation thereof •Develop and rollout HR policies and procedures in line with South African legislation governing Human Resources in an organisation •Provide an excellent value proposition in respect of the Human Resource services.

Corporate Governance/Risk Management: • Oversee the identification, assessment, mitigation and monitoring of strategies and operational risks for the HR Unit •Develop, seek approval and communicate the unit’s process flow and monitor compliance •Manage the preparation and submission of documentation to the internal and external auditors •Prepare management response pertaining to the audit findings and implement remedial actions •Ensure compliance with all relevant legislation and submit relevant reports thereof •Ensure compliance in line with the governance framework and submit all reports •Facilitate risk management of HR related operations •Ensure the relationship between employer and the employees is governed by legislative framework and approved policies •Facilitate and ensure compilation and submission of statutory reports with the relevant structures (EE reports, WSP and ATR, tax related reports and compensations tax reports).

Financial Management: Analyse required information and integrate into financial projections •Project annual expenditure for the Human Resource unit •Continual budget management of the Human Resource Unit •Presentation of the HR budget to the Finance Unit and the Executive Manager Corporate Services (EMCS) •Highlight the identified financial risk areas to the EMCS and the CFO •Implement control measures to mitigate risks •Manage administrative procurement processes for the HR Unit.

People Management: Oversee the Human Resource Management unit and ensure amongst others the following: •Oversee the implementation of the HR operational plan to ensure a high performing organisation •Ensure that the MQA is capacitated to deliver on its mandate through recruitment of competent and skilled individuals policy development in relation to people management and facilitation of its implementation within the MQA •Manage staff performance in line with the MQA performance management policy •Manage staff morale and change management within the MQA •Provide expert HR advice to the MQA line managers• Participate in operational structures to ensure service delivery and compliance (PMC, CCMA processes, etc.) in line with the MQA policy •Provide expert advice on Labour Relations matters internally •Oversee payroll management in line with relevant legislation within the MQA •Conduct salary benchmarks and support the organisation in paying equitable and fair remuneration packages •Manage and ensure resolution of all labour related matters in collaboration with the legal unit •Manage the on boarding and exit of MQA employees as and when required •Ensure employee wellness and support of employees to manage their work home balance •Manage all information systems, processes and procedures and provide the necessary support to the organisation.

Unit performance Management: Oversee the HR function and set unit deliverables assigning functions in line with reporting lines •Manage the HR team performance in line with the MQA Performance Management Policy •Ensure training and transfer of skills to the HR team.

Stakeholder relations: Relationship building with organised labour and oversee HR related committees •Conduct climate surveys and identify areas of improvement to position the MQA as the employer of choice •Compile terms of reference for HR projects and work with the SCM Unit to source competent service providers where required •Monitor contracts and service level agreements of HR related projects in collaboration with the Legal Unit.

Qualifications: An appropriate post graduate/Honours degree on NQF level 8 in Human Resources Management.

Experience & Skills: Minimum of 5 years’ HR Management experience •Able to demonstrate proven leadership experience in strategic HR partnering within an organisation •Extensive knowledge of South African legislation governing Human Resources and implementation thereof •Experience in working in a unionised environment •Negotiation skills, assertiveness and presentation skills are a requirement for this position.

Competencies: Knowledge: In depth knowledge of people management, both staff and Union; Stakeholder relationship building and management •Budgeting and Risk Management •Knowledge of the SETA environment will be an added advantage •Strategic leadership and management capability.   

The candidate should also be willing to: Work under pressure inclusive of longer than normal offices hours if so required •Work with a variety of internal and external stakeholders •Travel away from home if required •Engage in a lifelong learning process relative to the context of the workplace.

The successful candidate will be required to sign a performance agreement in terms of MQA Performance Management System and be subjected to relevant competency assessments.
